The research clearly says that each additional lb of muscle increases BMR by 5 to 7 Calories a day. A woman doing compound lifts hard and heavy for maximum hypertrophy can expect to gain maybe 10 lbs of muscle after a year of solid dedication. That’s maybe 60 additional calories per day added on to her BMR. Not insignificant, but not a real game changer.

As far as weight loss is concerned, yes, smaller bodies burn fewer calories. The loss of lean mass is often overstated, as much of the loss is from interstitial fluid, and muscle mass loss can be minimized by strength training while losing weight.
